In an impressive display of knowledge and skill, Prof. Gilbert C. Magulod Jr, PhD, has successfully passed the Career Executive Service Written Examination (CES-WE), held on December 17, 2023, at the University of the Philippines – National College of Public Administration and Governance (UP-NCPAG), Diliman, Quezon City. The results, released today, February 20, 2024, mark a significant milestone in Prof. Magulod’s illustrious career, underscoring his deep understanding and expertise in the realm of management and public administration.

The CES Written Examination, once known as the Management Aptitude Test Battery (MATB), stands as the initial phase in the four-stage process of attaining CES eligibility. This paper-and-pencil test is meticulously designed to evaluate an applicant’s general intelligence alongside their grasp of fundamental management concepts and principles. With its comprehensive structure, the examination includes 220 test items spread across seven sub-tests. These sub-tests encompass Error Recognition, Reading Comprehension, Data Interpretation, Logical Reasoning, Information, Management Concepts and Problems, and Essay writing, offering a holistic assessment of the candidates’ capabilities.

The CES-WE opens its doors to Filipino citizens of good moral character who are engaged in the government sector, specifically those in career service. To qualify for this rigorous examination, candidates must meet one of the following criteria:

- Hold an appointed or designated position in an acting capacity or as an Officer-in-Charge (OIC) of a CES position for a minimum of six months; or
- Be appointed or designated to a position with a salary grade of 18 or higher, entailing managerial and supervisory functions for at least two years.

This inclusive approach ensures that a wide array of government officials, who are instrumental in shaping and directing public service, are given the opportunity to enhance their credentials and further their careers within the executive service.
